The development plan
The forest management plan is a plan in time and space for technical interventions to ensure the sustainable management of various resources of the environment to which it applies.
To achieve the development plans of its new forest resource in 2001 (FMU 303,000 ha), PALLISCO decides to create his internal management cell in January 2002 with the technical support from the Belgian association "Nature+" specialized in forest management and the financial support from the French Development Agency (AFD) by granting a loan. AFD also approves the choice of PALLISCO about TEREA company (named TWE in 2001) for periodic monitoring. This cell is initially composed of eight workers and also based on local structures (company approved to forest inventories, specialized local NGOs).
Following the award of an additional FMU (FMU 10 031) to its partner SODETRANCAM in 2006, PALLISCO entrusted to the Belgian association "Nature+" the fusion of the development plan of this new FMU with its own FMU 10-030 to the common boundary. All the timber exploited by PALLISCO thus benefits from the technical expertise of "Nature+".

The three components of the development plan
The forestry component :
The knowledge of the forests and scientific research are the main elements: forest stratification, inventory management, the study of the dynamics of forest growth and sylvicultural treatments. Among various embodiments, a nursery of seedlings is established on Mindourou forestry site in 2002. So far, about 80,000 seedlings of 49 species were placed in pots and about 40,000 seedlings were planted in the forest (materialization of limits, forestry enrichment, planting operations in the surrounding villages).
The wildlife component :
Conducting a wildlife study in each FMU permits to know the large mammals present, their diversity, their relative density and geographical distribution. The study transects are revisited periodically to monitor the results and determine the species mobility. These studies have also permitted the establishment of a totally protected area in each FMU free from any logging activity.
The social :
A socioeconomic study sheds light on the social environment surrounding the FMU. After a briefing and awareness on forest management in each surrounding village, group meetings are conducted to collect information on characteristics of the population, its social organization, its customs, its activities and local and then semi-structured and individual surveys are conducted on representative groups. The data are then analyzed by the management cell.
The main steps in conducting a management plan
1. Preparation :
Delimitation, forest stratification, sample design, survey transects opening.
2. Harvesting, processing and data analysis :
Conduction of floristic, wildlife and socio economic studies.
3. The definition of guidelines for the management :
Determination of the series (production, conservation, protection), analysis of the results of different studies, planning of operations and forestry devices.
4. The drafting of development plan :
This step is to synthesize the results of various studies in the framework established by the administration.
5. The validation of management plan by the administration :
During 2003 and 2004, PALLISCO conducted a dissemination workshop and validation of the results of work and studies undertaken as part of the preparation of each management plan. Not imposed by forestry legislation in Cameroon, this initiative has been highly appreciated by local stakeholders: governments, local populations, various agencies and NGOs.
By decision of the technical commission, the administration will give the company a notice of approval of the development plan for its implementation.
The development plan controlled and monitored by the administration
During the implementation of the management plan by the forester, the Cameroon government in charge of forestry issues the following documents after verification and validation (for each forest concession or grouping) :
- "Certificate of conformity of the sampling plan",
- "Certification of conformity of the forest map",
- "Certification of conformity of the inventory management works ",
- "Certification of conformity of the limits opening works ",
- "Certification of conformity of the inventory management report."
After notification of validation of the development plan submitted to the forester, the government of Cameroon in charge of Forests conducts audits verifying its implementation.
